Marine and Coastal Resources

The coastal and marine living resources of Myanmar is the fourth largest source of foreign exchange earnings after timber, minerals and rice. There have been periodic surveys of living resources in Myanmar. Surveys made in the 1980s have found that the maximum sustainable yield (M. S.Y) could be safely estimated at a little over 1 million MT If sustainably utilised, they offer increased potential to meet nutritional and social needs.

To realise this potential, improved knowledge and identification of marine living resource stocks, particularly of under-utilised and unutilised stocks and species; use of new technologies; better handling and processing facilities to avoid wastage; and improved quality and training of skilled personnel are required. Emphasis should be placed on multi-species management and other approaches that take into account the relationships among species.

Myanmar fishery production has been continuously rising in the 1990s. The total fish catch is, however, still below the maximum sustainable yield. According to a survey made in 1995, fishery production in Bogalay Township has been greatly affected by the mangrove destruction in the Ayeyarwady Delta. The Ayeyarwady Division is considered an important area of fishery production, but in recent years, fish and fishery products are becoming scarce and the prices of fish, shrimp as well as other products such as dried fish, dried prawns and shrimp pastes have risen sharply.

The Laws enacted for fishery production and protection include the Fishing Rights of Foreign Fishing Vessels of 1989, the Law relating to Aquaculture of 1989, the Myanmar Marine Fisheries Law of 1990 and the Freshwater Fisheries Law of 1991. These laws are intended for further development of fisheries, prevention of extinction of fish, safeguarding and prevention of pollution of waters and management of the fisheries. These laws prohibit fishing operations without a license, water pollution, harassing fish and other marine organisms and using explosive substance, poison, chemicals and dangerous materials in fishing. These Laws aim at the sustainable development and use of fish and marine products in fisheries waters in Myanmar. Foreign fishing vessels are given the right to fish only in exclusive economic zone and joint venture fishing vessels are given the right to fish only in territorial waters.

Problems such as local overfishing, unauthorised incursions by foreign fleets, ecosystem degradation, overcapitalisation and excessive fleet size, under evaluation of catch, insufficiently selective gear, unreliable data, and increasing competition between artisanal and large-scale fishing, and between fishing and other types of activities are encountered. Co-operation and co-ordination between the Ministries of Environmental Conservation and Forestry, Agriculture and Irrigation and Energy, Fisheries and the Myanmar Navy are essential to prevent further loss of fisheries and promote sustainable development of fisheries resources.

Degradation of the coastal and marine environment in Myanmar has resulted from a wide range of sources such as, sewage, nutrients, run-offs, synthetic organic compounds, sediments, litter and plastic, and oil/hydrocarbons.
