Land

A well-defined land use policy is needed to resolve conflicts between forestry, agriculture, fisheries, mining, industries, and local communities. An integrated land-use plan should be formulated that takes into consideration national priorities and goals. The existing land laws, viz.

Land Nationalisation Act (1953), Land Tenancy Act (1963), and Land and Revenue Regulations (1889), are needed to be reviewed and updated. A legal framework with the principle of the integrated land use system needs to be designed and enforced for proper land use planning. Demonstration projects, which aim to seek improved approaches to integrated planning and management, should be organised.

It can assuredly be stated that there is no de facto landuse policy at all. Landuse conflict has been pervasive in all landuse sectors throughout the country. The conflict between agriculture, irrigation, shifting cultivation, army, and forest shall be ongoing for all times until there is a definitive landuse policy. It is most urgently needed to promulgate one. Lack of co-ordination and co-operation among land users create a big handicap for the furtherance of environmental conservation and integrity.
